How to Apply

Please review eligibility requirements, then see below to determine which grant type you may be eligible to receive based on your circumstance.  Please submit your application form online with required documentation.  You may also print a copy of the application and mail it along with the required documentation to The Pettengill House, Inc. 21 Water Street, Suite 4A, Amesbury, MA 01913.  If you would like to request a hard copy of the application by mail, please call The Pettengill House at 978-463-8801.  Applications will be reviewed on a rolling basis and will be accepted until funds run out.

Purpose


The purpose of the Newburyport Rental Assistance Program is to provide short-term relief to low and moderate income individuals and families who are having difficulty paying their rent due to a temporary barrier. The City of Newburyport, through its Affordable Housing Trust, will be providing grants to financially assist qualified households with current rent payments or acquiring a new rental during a time of need. The City of Newburyport has partnered with the Pettengill House, Inc. to administer the Newburyport Rental Assistance Program.

 

The Newburyport Rental Assistance Program will provide up to $4,500 in assistance to income eligible households for:

• Future rent including first and last month’s rent and broker fee to secure a new rental unit in Newburyport up to a total of $4,500 available to income eligible households who are at risk for housing instability due to being adversely affected by a temporary barrier such as job loss, rent increases, temporary utility shut-off, health or mental health crisis, loss of daycare voucher or reliable work transportation, etc.

• Current rent or arrears up to a total of $4,500 available to income eligible households in Newburyport currently residing in rental housing who are at risk for housing instability due to being adversely affected by a temporary barrier such as job loss, rent increases, temporary utility shut-off, health or mental health crisis, loss of daycare voucher or reliable work transportation, etc.

 

Eligibility


To be eligible to receive a grant, the applicant must

  • occupy (or intend to occupy) a rental property in Newburyport
  • be at risk of housing instability due to a temporary barrier as described above
  • have no more than $10,000 in assets
  • have a household income that is no greater than 80% of the area median income (AMI):

In addition to the application, the following documents must be provided to be eligible to receive a grant:
  • Description of temporary barrier or need in summary format
  • Copy of current lease or documentation from landlord of rental rate and when the rent is due
  • Utility bill in applicant’s name
  • Termination letter from employer, if applicable
  • Paystubs or verification from employer of decreased income
  • If unemployed or furloughed, acknowledgement from the Department of Unemployment Assistance (“DUA”) or employer. If the applicant is unable to obtain an acknowledgement from either the DUA or employer, the applicant must submit a statement made under the penalties of perjury explaining (1) that the applicant has lost income, (2) the reason for the income loss and (3) that the applicant is unable to obtain an acknowledgement from the DUA and the employer.
  • Photo identification (driver’s license, passport, etc.)
  • Most recent bank statements (checking, savings)

Program Limits & Guidance


  • The maximum grant amount is $4,500.
  • The asset limit for all applicants is $10,000. Assets are items of value, such as IRAs, CDs, and checking and savings accounts. Interest received from assets are included as part of your income. Assets do not include necessary personal property such as clothing, furniture, automobiles, jewelry, etc.
  • Grant funds will be made directly to the landlord identified in the submitted lease documents
