Regional Clinical Social Worker

We are seeking a full-time Licensed Certified Social Worker to provide co-response and support in the community as part of an integrated response team with the Pettengill House Clinical Social Worker, the Amesbury, Newburyport, and Salisbury Police Departments, and Essex County Outreach.

 

The Pettengill House, Inc. (PH) is a grassroots community-based social service agency that has been providing critical programs and services for the most vulnerable, at-risk members of the greater Newburyport communities for 30 years. PH has an extensive history of collaboration with local police departments. As law enforcement is often the first to respond to a mental health challenge or incident involving substance use within their communities, collaborative co-response models have emerged between law enforcement and clinical social work to more quickly identify the proper level of care needed for individuals in the safest and least restrictive setting possible.

 

SUMMARY: This position is designed to provide behavioral health screenings, risk assessments, advocacy, referrals, and treatment interventions for individuals with mental health and/or co-occurring substance misuse incidents through law enforcement referrals or calls for service. The regional clinician will be embedded within the three police departments for three days, and the other two days will be stationed at Pettengill House in Amesbury and the Essex County Outreach (ECO) office in Salisbury. Pettengill House is the supervisor of the clinical social worker in adherence with NASW.

 

PRIMARY RESPONSIBILITIES of PH Social Worker (other duties may be assigned):

  • Provide assessments and interventions to individuals experiencing mental health/substance use crisis. This will include SBIRT assessments, safety and risk assessments (i.e., suicide and alcohol use disorder identification tests), and making recommendations for level of care to aid in the safety of individual and community members.
  • Co-respond with police officers in community settings to assist with substance use disorder and behavioral health and co-occurring events.
  • Consult with the Pettengill Behavioral Event Substance Support Team/ECO/police leadership team as needed to coordinate care and safety planning.
  • Provide support and navigation to treatment, care-planning, and link to stabilization services for individuals experiencing a mental health/substance disorder crisis.
  • Effectively work as a member of a crisis intervention team with police officers and other behavioral health professionals to maintain best practice.
  • Work collaboratively internally and externally to build and strengthen partnerships with police, fire, EMS, community-based organizations, judges, probation officers, correctional staff, medical and psychiatric staff, and other stakeholders.
  • Maintain confidential and professional records and client histories within the databases and follow HIPAA compliance.
  • Attend all required training to maintain competency and licensure to provide crisis interventions.
  • Advocate for and assist with coordinating clinical information for continuity of care between systems.
  • Maintain confidentiality and complete sharing of information forms with clients, served in accordance with agency privacy practices and HIPAA regulations.
  • Seek supervision/consultation as needed and attend Pettengill House BESST weekly case consult supervisory meetings, adhering to NASW regulations.

QUALIFICATIONS:

  • Two years of direct clinical service experience with justice-involved individuals that have a mental health and or co-occurring diagnosis.
  • Licensed Clinical Social Worker, with court clinical assessment preferred but not required.
  • Strong organizational skills and timely follow-up, managing complex tasks associated with providing services to persons seeking substance use disorder and or mental health supports.
  • Knowledge of mental health, alcohol/substance use disorders, and chronic health conditions.
  • Demonstrated experience working with individuals experiencing homelessness, and providing resources and referrals and/or connection to housing services.
  • Demonstrated ability to develop and maintain community relations.
  • Solid communication (written and oral), collaboration, and intervention skills.
  • Able to resolve conflicts effectively and respectfully.
  • Knowledge of community resources within Essex County.
  • Proven ability to work successfully in a multi-cultural/multi-ethnic environment.
  • Ability to balance competing demands and maintain effective working relationships with staff, participants, volunteers, collaborators, and the public.
  • Computer skills and proficiency with Microsoft Office.
  • Experience working with Electronic Records Management system software/databases preferred.
  • Must have a valid driver’s license and access to reliable motor vehicle.
  • Bilingual a plus (preferred Portuguese, Spanish)
  • Knowledge of and adherence to social work ethics and principles

  • Ability to pass a drug and alcohol screen per the drug free workplace policy.
  • Ability to pass criminal background security screenings as required by regulations/laws related to a) performing the essential duties of this job; b) working in and accessing partner institutions such as the criminal justice facilities, school, residential facilities, etc.
  • Maintain confidentiality and records of individuals that are served.
